As the City’s population continues to grow, affordable housing incentives and the implementation of plans that encourage developers to create a broad selection of housing options can ensure balanced development to help residents and businesses flourish.  

The City follows the Unified Land Development Regulations (ULDR) which defines affordable and income categories up to 120% of the median family income (MFI).  If an income eligible person or household occupies the affordable unit, their income is permitted to go up to 140% of the MFI. 

Housing costs are deemed affordable for an owner-occupied housing unit when the culminative costs of mortgage, taxes, insurance, and condominium or association fees, if any, is no greater than 35% of a person or household's gross annual income, or a leased housing unit when the culminative costs of common charges and heat and utility costs, excluding television, telecommunications, and information technology services, is no greater than 30%  of a person or household's gross annual income. 

This measure tracks the number of affordable dwelling units that are constructed and received City funding to include entitlement grant funding and development incentives. This measure is calculated based on a sum of completed construction housing project units and properties acquired utilizing entitlement funding that are then converted to affordable housing units.

Between 2019 and 2022, an average of 95 affordable units have been constructed annually.  The City projects that it will continue this trend leading to a target of 475 new affordable unit by the end of 2029.  Additionally, 211 affordable units from entitlement funding are also expected to be constructed.  The total target for 2029 is the sum of these two elements at 686 affordable units.

 

 

Data for the number of applications are entered and monitored in Accela, the City’s land management system; data for the number of affordable housing units funded by entitlement grant is logged and tracked separately.
