The Environmental Protection Agency has established primary drinking water standards. In Florida, these standards are in the Florida Administrative Code (FAC) 62-550. The potable water produced by the City is tested as required by the FAC with the goal to be compliant 100% of the time. There are occasions where a test sample yield results that, although in compliance with the Maximum Contaminant Level (MCL), are higher than the detection limit (as established by FAC 62-550). The City shares these cases via the annual Consumer Confidence Report (CCR).  

The City has quality control processes in place to include having licensed water plant operators conduct various types of tests hourly at each plant. All tests are done to comply with regulatory agency standards, demonstrating that the water is safe to drink and does not exceed Maximum Contaminant Levels (MCL). The Fiveash Water Treatment Plant operators collect over 50,000 samples per year and conducts over 150,000 tests. The Peele Dixie Water Treatment Plant operators collect over 30,000 samples and conduct over 100,000 tests per year. 

Biannually, the City conducts a flushing program to eliminate any sedimentation and biofouling from the distribution system. The City’s environmental laboratory, which is accredited by the National Environmental Laboratories Accreditation (NELAC) and is ISO 17025 certified, tests the water plants, distribution, and raw water system to ensure compliance. 

The percent of days that the City complies is measured by its compliance relative only to those primary maximum contaminant levels and treatment techniques that apply to its operation. Regulatory compliance is defined as the number of days that the utility was in full compliance with all applicable regulations out of a year.

The target, established by American Waterworks Association (AWWA) Utility Benchmarking for percent of days in compliance with primary drinking water standards, is 100%.

The data is collected each day and reported in the City’s daily drinking report before being aggregated in the annual Consumer Confidence Report.
