The conventional public policy indicator for housing affordability is for 30% of a person’s income to be on housing. People who spend more than 30% of their income on housing, are considered cost-burdened.  If renting, the 30% should include utilities; if owning, it should include homeownership costs such as mortgage, property taxes, and maintenance.

Due to the impact of COVID-19, the Census Bureau changed the 2020 American Survey System (ACS) release schedule to only release a limited number of data tables containing experimental estimates for the nation, states, and the District of Columbia.

There are many external contributing factors affecting the projection to confidently determine an exact numerical target, therefore staff has elected to set the target to decrease.

Based on the American Community Survey (ACS) that administered for the United States Census Bureau, in 2021, 46.6% of households in Fort Lauderdale spent 30% or more of their income on housing. This is inclusive of owner and renter-occupied housing units. ACS did not report the percentages in 2020. Compared to 2019 at 41.1%, there was an increase of 5.5% in 2021. However, according to the Broward County Appraisers, the City’s overall property taxable value also increased by 11.5% from 2019 ($38.8 billion) to 2021 ($43.2 billion).

The data for this indicator is obtained from the American Community Survey 1-Year Estimates.  The American Community Survey (ACS) is administered by the United States Census Bureau. It is an ongoing survey that provides data annually. This information is used by communities, state governments, and federal programs to make decisions. The 1-Year Estimate data provides 12 months of collected data from areas with populations over 65,000 and represents the most current data available.

There is an approximate one-year delay of the availability of ACS data.
