The Federal Emergency Management Agency’s (FEMA) National Incident Management System (NIMS) identifies concepts and principles to prevent, protect against, mitigate, respond to, and recover from incidents. NIMS provides a consistent, nationwide approach and vocabulary for multiple agencies or jurisdictions to work together to build, sustain and deliver the core capabilities needed to achieve a secure and resilient community and nation.   

All City employees are required to have NIMS certifications corresponding to their position and/or management level if they are involved in any type of emergency management and response. Certification and accurate tracking of completed courses are required for FEMA reimbursement. 

The completion rate is coordinated and administered by each department’s NIMS coordinators who ensures compliance and reports updates in a central database managed by the City’s Support Services division within the Fire Department.  

During the years of 2017 and 2018, NIMS certifications were not standardized across the City departments, but as a result of the City’s Class and Compensation study the City determined in June 2019 to standardize the NIMS training requirements within job classifications. Some job classifications shifted levels and created an immediate need for additional NIMS training. 

In November 2022, NIMS Coordinators were introduced to a new platform to record and update NIMS Certifications. Enhanced collection methods along with revised guidance from the City Manager provided the momentum required to improve outcomes.   

The coordination of the completion of required NIMS classes is administered by each department’s NIMS coordinator. The information is entered to a central spreadsheet managed by the City’s Support Services division within the Fire Department.
