Employee turnover rate

Turnover rate is the percentage of employees that leave the City annually.  The City seeks a low turnover rate as an indication of an engaging organization that attracts and retains the finest talent.

This performance measure is used to track the progress for Goal 7: Build a values-based organization dedicated to developing and retaining qualified employees.

Average hours of training per employee

Professional development is a combination of learning resources, skill training, and applied experiences.   To honor the investment of time from the employees who participate, and to protect the financial investment of the organization, professional development should always align with prioritized objectives.  The gold standard suggests resources should expand an employee’s awareness about a topic of importance, improve proficiency in a specific competency, eliminate deficits that are impacting productivity, or positively influence behavior.

This performance measure is used to track the progress for Goal 7: Build a values-based organization dedicated to developing and retaining qualified employees.

Overall employee engagement

Engaged employees are involved employees. They are committed to helping their organization succeed and achieve its goals.  Employees who are engaged are passionate for the work they do and look for ways to continually improve to provide the best services for our Neighbors.

This performance measure is used to track the progress for Goal 7: Build a values-based organization dedicated to developing and retaining qualified employees.

Neighbor satisfaction with the quality of customer service from City employees

Our Neighbors satisfaction with the quality of customer service provided by City employees is of great importance to the quality of services we provide. This question is asked on the City’s Neighbor Survey that has been conducted since 2012.

The Neighbor Survey was not conducted in 2020 as the City has elected to conduct a Business Survey and a Neighbor Survey every other year. The Business Survey was launched in December 2020. This question is also included in the Business Survey. 

This performance measure is used to track the progress for Goal 7: Build a values-based organization dedicated to developing and retaining qualified employees.

Taxable property values

Property taxes represent one of the largest revenue sources for the City. In FY 2023 property taxes generated approximately $195 million, or 44.2% of the City’s total General Fund revenue.

Bond rating evaluation by Standard & Poor's national bond rating agency: General Obligation

The bond rating is the rating agency’s opinion about the credit risk of the bond issuer, in this case the City. 

This performance measure is used to track the progress for Goal 8: Build a leading government organization that manages all resources wisely and sustainably.

Bond rating evaluation by Standard & Poor's national bond rating agency: Revenue

The revenue bond rating is a rating agency’s opinion about the credit risk of the future revenues from income-producing projects that are secured by the revenue bond.   

This performance measure is used to track the progress for Goal 8: Build a leading government organization that manages all resources wisely and sustainably.

General Fund balance

The General Fund is the fund used to account for all financial resources that are not required to be reflected in another fund. The General Fund balance is the difference between revenues and expenditures in the General Fund.  

The fiscal year 2023 reported value is an estimate as fiscal year 2023 year-end financial data is being finalized as part of the year-end audit process.

Total fleet fuel consumption

Programs that reduce the City’s fleet fuel consumption are important initiatives to implement to manage resources and achieve long-term sustainability in the community and City operations.
